About the Opportunity
Support the Qatar market-entry and regulatory pathway for emerging environmental and clean-technology solutions. The role requires disciplined field engagement with ministries, regulators, municipalities, Qatar-based public-sector and state-affiliated companies, industrial stakeholders, and prospective partners to determine requirements, document evidence, and move approved actions forward.
Some opportunities are being developed in advance of project or contract requirements. Submission of an expression of interest does not constitute an offer of employment.
What You Will Do
- Map the ministries, regulators, Qatar-based public-sector and state-affiliated companies, municipalities, industrial organizations, and technical stakeholders relevant to each approved initiative
- Arrange and attend stakeholder meetings to clarify registration, licensing, technical-review, pilot, import, environmental, and commercialization requirements
- Identify the exact documents, studies, certifications, approvals, fees, responsible authorities, dependencies, and expected timelines
- Maintain a controlled stakeholder register, meeting notes, requirement matrix, correspondence log, and action tracker
- Coordinate lawful follow-up with authorities, technical advisers, local partners, and the Cygnus project team
- Prepare concise English reports and, where required, Arabic correspondence without making unauthorized legal, technical, or commercial commitments
What We Are Looking For
- A credible field professional who is comfortable arranging meetings, visiting organizations, asking precise questions, and following up consistently
- A systematic researcher who converts conversations into verified requirements, document lists, owners, dates, and next actions
- A diplomatic communicator with emotional intelligence, discretion, persistence, and respect for official processes
- An accountable team member who owns assigned stakeholder actions while reporting facts accurately and avoiding unsupported commitments
Essential Requirements
- At least three years of Qatar-based government relations, regulatory coordination, market-entry, licensing, or institutional stakeholder experience
- Demonstrated experience engaging Qatar ministries, regulators, municipalities, Qatar-based public-sector or state-affiliated companies, or major industrial organizations
- Professional Arabic and English communication, including accurate meeting notes and formal correspondence
- A valid Qatar driving licence and regular access to a reliable personal vehicle for authorized business travel
- Strong Microsoft Office capability and disciplined use of contact, document, meeting, and action-tracking systems
- Ability to protect confidential information, verify requirements through authoritative channels, and avoid promising outcomes without approval
Preferred Qualifications
- Experience with environmental, energy, industrial, waste, emissions, clean-technology, or emerging-technology projects
- Knowledge of Qatar market entry, product registration, pilot approval, import, or environmental review pathways
- An established professional network across relevant Qatar public and industrial organizations
- A relevant qualification in public administration, law, environmental studies, engineering, business, or international relations
How We Evaluate Candidates
Cygnus uses a structured, competency-based selection process. We consider qualifications and relevant experience alongside demonstrated technical capability, analytical judgment, emotional intelligence, ownership, teamwork, learning agility, communication, and performance in a role-relevant assessment.
- Experience review focused on organizations engaged, responsibilities held, and outcomes personally supported
- A practical exercise to map a fictional Qatar regulatory pathway and produce an evidence-based action plan
- A structured interview assessing diplomacy, persistence, judgment, ownership, documentation, and ethical boundaries
- Reference checks and later-stage verification of driving eligibility and relevant qualifications
Employment or Project Information
Engagement details depend on confirmed business requirements, applicable law, work authorization, customer requirements, and final written terms. Some roles supporting government contracts may be contingent upon contract award or customer approval.
Evidence to Include
- A CV identifying relevant Qatar stakeholder and regulatory responsibilities
- A sanitized stakeholder map, approvals tracker, meeting report, or regulatory-research sample
- Examples of requirements clarified or processes coordinated, without disclosing confidential third-party information
- Driving-licence and vehicle evidence will be requested only at an appropriate later recruitment stage—not through the initial public application
Application Information
Submit accurate information and a current CV. Provide only evidence that you are authorized to share. Do not include classified, export-controlled, procurement-sensitive, customer-confidential, medical, banking, identity-document, or other sensitive information that has not been requested.
